It also revealed some of the worst bullying was woman on woman. "Senator Thorpe needs to think about how she engages with senators." The review, conducted by Sex Discrimination Commissioner Kate Jenkins, detailed a leadership deficit, where disrespectful behaviour "comes from the top".
